The rules on how, when and where you’ll be sporting the Navy’s new blue-and-gray camouflage ensemble — and there’s a lot to take in. So to help you make sense of it all, here’s round two of likely questions from the fleet. We took it to the experts, and here’s what they told us.

Q
: When will people start wearing the uniform?

A
: On Dec. 15, flag officers, com­manding officers, officers in charge and command master chiefs anywhere in the Navy will be able to purchase the uniform online or by phone, though the rank and file must wait until next October to order online.
Sailors in the Norfolk, Va., area will be able to find the uniforms on exchange shelves exactly one month later, the first wave in the two-year rollout.

When will everybody be required to have the uniforms?

A
: Dec. 31, 2010, will mark the end of the two-year rollout for E-1 through O-10.

: What does the Navy Working Uniform replace?

A
: Utilities for E-6s and below and wash khakis worn by chiefs and officers. It also will replace the little-used tropical versions of those uniforms — the ones with shorts.
Also gone will be the “winter working blue” uniform, which is the less-dressy version of the “Johnny Cash” black shirt and black pants worn without ribbons and tie.
Coveralls were headed for the scrap heap, but sailors made it loud and clear in 2004 that the popular uniforms needed to stay.

: Will women have to buy separate items?

A
: No, the Navy has made the NWU a “unisex” uniform, meaning both men and women wear the identical items in the same way.

: Can I wear my command ball cap with the NWU?

A
: Yes, if your CO allows it.
Officially, the only authorized headgear are the eight-point cover and the watch cap during cold weather. But your CO can authorize the ball cap onboard ship, and that authority usually extends to the pier area around your ship. When you’re away from your command (commuting or on another part of the base), only the eight-point can be worn — unless your regional comman­der has authorized the watch cap.

Q: When can I wear coveralls?


A: The NWU is the primary work­ing uniform ashore and an au­thorized working uniform while underway. If you wear coveralls aboard ship, you will continue to do so unless otherwise directed by your CO or OIC. If you wear a working uniform off the ship, it will now be the NWU.

: In what circumstances will I wear the NWU?

A
: It’s required in any situation that previous­ly called for
dungarees for E-6 and below or wash khakis for chiefs and officers.

Q: When can’t I wear the NWU?

A:
For now, you’ll be able to wear it when commuting to and from work, either in a private ve­hicle or public transportation.
But don’t get out of your car to get gas off base or pick up gro­ceries or your kids wearing the NWU. Only genuine emergency stops such as vehicle breakdowns and medical emergencies will be allowed.
Those rules are the same as the current ones for utilities and wash khakis.

Q:
Why can’t sailors wear the NWU off base?

A
: The Navy Working Uniform is just that
— a working uni­form, just like the utilities and wash khakis it’s replac­ing.
Navy
officials say working uniforms aren’t appropriate for off-base wear.
No other reason was given.

Q:
What will happen if the chief sees me off base wearing the NWU?

A
: Most likely, nothing — although technically you are violating a regulation and could be written up for disobeying a lawful order. How­ever, since the rules allow for emer­gency stops, officials say in some circumstances getting gas could be construed as an emergency. You just might have to explain yourself to a chief who happens by.

: What about sailors who work on the ground in Iraq or Afghanistan, are assigned to Navy Expeditionary Combat Command, work on a flight deck, or are in any other unit that requires woodland or desert cammies?

A
: Sailors involved in tactical situ­ations or special work environ­ments — the war zones, flight decks, expeditionary units, etc. — will wear what they always wear.
However, sources say some
sailors, such as masters-at-arms guarding gates and patrolling in­stallations, will have to wear the NWU. The Navy has not pub­lished a list of such situations.
Officials from NECC have said they will continue to wear legacy cammies at all their commands and will not wear the NWU when they are not deployed. But, sailors and officers still have to have an NWU in their sea bags by Dec. 31, 2010, just like everyone else. That’s because woodland or desert cammies remain organizational clothing, issued by commands, and not an official Navy uniform.

Q: Can I still wear my flight suit?

A: It’s up to your CO. Flight suits are organizational clothing and as such are issued by commands for specific jobs, just like the woodland and desert cammies.

Chances are if you wear them now, you will continue to wear them.

I work in an engineering space on my ship. Will I wear the NWU while on duty?

A
That, too, is up to your CO.
Officials say the uniform can work in engineering spaces, and in those environments you can re­move the outer shirt and un­blouse the pants. However, if you wear coveralls, chances are you will be able to continue to do so.

Can I wash it in ship’s laundry?
QAYes, officials say it can stand up to standard shipboard laundry.

Will my enlisted clothing allowance cover the cost of the entire uniform?

A
Yes. The uniform allowances were increased over a two-year period to cover the initial purchase of the uniforms. Half was paid in fiscal 2008, and half is coming this fiscal year. If you spent that money on something else when you got it, the cost of the NWU is coming out of your pocket.
Starting in 2010, the uniform al­lowance will again be adjusted to cover the cost of maintaining and periodically replacing NWU items, though officials estimate sailors will have to replace each NWU every 18 months. That’s compared with every six months for the utilities. Sailors entering the Navy starting in April will be issued the new uniforms in boot camp.

Can I buy the NWU online?

QAYes, you will be able to order them from the Navy Exchange Uniform Support Center starting in October. Go to https: // www.nex net.nexweb.org / pls / nexauth / nex auth.wg_shop_online .

If my region has not begun selling the NWU in exchanges, can I buy one at another region’s exchange and wear it at my command?

A
Though it’s not encouraged, it’s also not forbidden. This also goes for sailors who are stationed in one region, buy their uniform there and transfer to a region that is not yet selling the NWU. Once the rollout has started, sailors are authorized to wear either the NWU or the utilities until Janu­ary 2011. However, sailors who were not issued NWUs at boot camp or who purchased them while not assigned to a rollout lo­cation must maintain their cur­rent working uniforms until the NWU is available where they are assigned. When in doubt, go with what your command is doing.

Can warfare devices be worn on the uniform?

A
Yes, but the rules for NWU are slightly different compared with other uniforms. You can wear a maximum of two warfare or qualification devices, one over the U.S. Navy tape over the left pocket and the second on the pocket flap.
But for command master and
senior chiefs — as well as force and fleet master chiefs — com­mand career counselors, recruit division commanders and security or law enforcement sailors such as master-at-arms, the rules are dif­ferent. These sailors, if they have dual warfare quals, will wear them stacked above the name tape while the identification badge is worn on the pocket flap.
The command at sea or shore insignia can be metal or embroi­dered on a strip of NWU fabric and is worn above the right pock­et, centered above the nametape.

Should I buy my uniform right away to avoid shortages?

A
By rolling the uniforms out by region, uniform officials expect to have enough uniforms on hand.

How do I know I’m not buying a knockoff uniform?

A
Buy your uniform at the ex­change. If you get it somewhere else, you run the risk of buying a cheap imitation. The Navy has trademarked the NWU design to protect it from unauthorized manufacturing.

What do I do with my old uniforms?

A
You can do whatever you want with your old uniform, as long as it does not discredit the Navy.

I’m an aviator. Can I wear my brown aviation boots with the NWU?

A
No, only the two authorized boots. Brown aviation boots are organizational clothing, issued by your command and not an official uniform item.

Can I wear any kind of sock?
QAIt depends. The rules say that socks must be black and extend above the top of the boot. Howev­er, as is allowed now, sweat socks can be worn underneath the black socks if sailors choose.

Can I wear my command-issued foul-weather jacket, peacoat or raincoat with the NWU?

A
No. The only jacket authorized for wear with the NWU is the Gore-Tex jacket. The jacket’s re­movable fleece liner will not be authorized for wear by itself as an outer garment. Also, nothing is al­lowed to be sewn or glued to the uniform as it will destroy its weather-resistant properties. Ë

OK, so why is it not appropriate to wear a working uniform off base?

Navy officials said only that they and the Ma­rine Corps have “tradi­tionally” not allowed the wearing of working uni­forms off base.

    It's because the Navy is finally becoming uniform. In case you didn't realize it, uniform means the same.

    As a Master-At-Arms we are to wear our badges on the left flap. my question is what type of badge will be be wearing? ive heard we will have sewn on badges, ive heard we will have mini metal badges, and lastly we will wear our full size metal badge? do you know anymore insight on this matter? also maybe a instruction so we have black and white to back us.

    I have a question, since we are a sea duty but we are shore based in a way, like we work on c-9 so we don't go on ships are we authorized to wear the velvet boots on the lands flight line? Please if i can have a answer as soon as possible. Thank you.

    But, like that one poster says:
    Tradition - Just because you've always done it that way, doesn't mean its not incredibly stupid.

    The Navy is all about tradition, whether its ridiculous or not. Hell, I'll give you a tiny example. On my ship, although its improper grammar, they still say "The smoking lamp is lighted..." even though proper English tells us it should be "lit".

    Seems like you haven't been to airport since 1984 if you're ignorant enough to make this statement. And just because my ID card says DEPT of NAVY shouldn't be relevant. That's a cop out if you ask me. My ID card also says "Geneva Convention", but I've never been to Geneva. Have an open mind for once and stop flagging all these folks for wanting what everyone else is entitled to. I've seen first hand that kids who wear their cammies on planes get drinks bought for them and have even seen them moved up to business or first class if there's availability. Yet we have get treated like second class shit, because we can't wear our utitilies (like we'd want to) on a plane. That's bullshit, and it's like saying that we have to be ashamed of our branch of the military. The CNO said he'd look into changing his thoughts on it after the uniform has had some time to work itself in. But for now, don't be one of the idiots that fucks it away for everyone by doing something stupid because all that does is justifies the CNO's policy of why we can't wear our uniforms anywhere but work. My two cents.

    Obviously because you are an AO, you think you know everything. Your ID card says Department of the Navy because when you signed up thats who you work for, You dont work for the Department of the Army, or Airforce. There for you fall under the DEPARTMENT OF THE NAVYS rules and regulations. Maybe if everyone started wearing there uniforms properly and quit rolling over to places on base ie NEX in uniforms that are wrinkled like they slept in them last night and got up and came to work. If everyone took pride in there uniform and always looked sharp in it, this would not be an issue, But no I spend alot of time on the deck plates yelling at jr troops about jacked up uniforms. If you and even the E nothing's took the time took correct the problems with the sailors in your commands that have strayed away and I know leadership is to blame too, because there are alot of bad supervisors out there that say there not my problem just make things worse. As far as the Geneva Convention remark do you even know what that means?????? Maybe you should do like one of my old Gunners made me do Look it up and then make your remarks. As far as wear of command ball caps as of recent there is talk that it will be authorized with the NWU no official message yet.

    I have not seen a Law Enforcement Badge capable of fitting on a pocket flap. Will there be one made for this uniform. The Law Enforcement Badges we have now would overlap the top and bottom of the pocket flap.

    Why did the navy feel the Need to copy the Marine Corps with this NWU? At least this is more discrete attempt than the blatant coping of the USMC service "Charlie" uniform we have been wearing for decades. I guess imitation is the greatest form of flattery. GO NAVY!

    I read the Q & A above about switching to one region without the NWU's from a region wiht the NWU's where can i find actual proof because I'm in Norfolk on a ship who is wearing them but I'm going to MA school in July and Lackland isnt switching for a long time aparently and i dont feel like spending the money on new untilities jjust to wear them for two months becasue they're going to treat me like a booter in A school can anyone help me please, thanks.

    If you got your new uniform at your previous command it should be alright. But I know that I'm in C school at NSHS Portsmouth and we had to wait until the CO and CMC wore the NWU's for 2 weeks before we were authorized to wear it. You might want to call your new command to find out.

    What is the actual instruction that says, Command ball caps are authorized by your CO? My CO asked me to find out where its located and print it out so he can implement the use of Command Ball Caps here onboard.

    i haven't actually seen anywhere in the instruction that you can wear the command ball caps. Here is what it says in the instruction.

    A. THE FOLLOWING HEADGEAR MAY BE WORN WITH THE NWU:
    (1) EIGHT POINT CAP WILL BE WORN SQUARELY ON THE HEAD SO THAT
    THE VISOR IS ON A LINE AND JUST ABOVE THE LEVEL OF THE EYES.
    RANK/RATE INSIGNIA IS REQUIRED FOR E4 AND ABOVE PERSONNEL.
    (2) NAVY KNIT WATCH CAP, WHEN AUTHORIZED BY APPROPRIATE
    AUTHORITY, WILL BE WORN DURING COLD WEATHER CONDITIONS THAT MAY RESULT
    IN PERSONAL INJURY IF NOT WORN. THE WATCH CAP WILL BE WORN DIAGONALLY
    FROM THE BASE OF THE BACK OF THE HEAD, ACROSS THE EARS AND ON THE
    FOREHEAD. RANK/RATE INSIGNIA IS NOT AUTHORIZED TO BE WORN ON THE WATCH
    CAP.

    Yep I've seen Army and Airmen wearing their cammis on airplanes, I am 95% sure that its allowed for them. (I've been stationed on an AFB, and also TAD for 6 mo. to another AFB.)

    Actually, the Army does wear their cammies on airplanes. I'm not sure if they are allowed to, however, I just saw individuals this last week on 3 out of my 4 flights wearing cammies. They were all wearing berets. I also saw Army individuals checking in baggage and going through the security gates at O'Hare, Atlanta & Orlando airports and getting on other flights....like they were flying home for the holidays or something. This isn't the first time I've seen them either in my 20 years in the Navy & traveling. Knowing that the Navy & Marines aren't allowed to wear them out, I'm always curious and look at the tapes to see what service they are in...I've seen Air Force on occasion, but mostly Army. I do remember when I was getting stationed with the Marines in Okinawa, the Devil Dogs that picked us up at the Naha airport were wearing cammies....but that was an official duty with a duty van, so I guess that's okay. I'm proud of my uniform, but these days, I would never wear it on an airplane....you never know who's around.
    With that being said, the rules are the rules. If Sailors & Marines aren't allowed to wear cammies off base, then so be it. Rules are there for a reason. You have the right to think a rule is "dumb" or "stupid" all you want, but you DON'T have the right to disobey it. This is the military, not Burger King.

    FYI, it has been this way with Navy Utility Uniforms hell ever since I joined way back in 1984 and before that.

    And also The Army does not wear cammi's on Planes nor do any of the other services..

    DOA fully authorized travel within the US in the ACU.

    The Army does wear their ACUs when comming back from deployment for R&R, but not normal travel. Besides the Army has like 2 uniforms that everyone e-1 - o-10 wears, I guess that's why they call it uniform=the same!

  • It is going to be rolled out by region.. Read the article.. Look for your region, you probably will not be able to buy them online until they have rolled out thru all of them.
