<p>3. <strong>NAVY RESERVE MISSION AND VISION</strong><br />
The mission of the Navy Reserve is to provide strategic depth and deliver operational capabilities to our Navy and Marine Corps team and Joint Forces, from peace to war.  The Navy Reserve vision is to be a provider of choice for essential naval warfighting capabilities and expertise, strategically aligned with mission requirements and valued for our readiness, innovation, and agility to respond to any situation.  For further information, please review the attached Navy Reserve Mission Vision and RHUMB Lines documents.</p>
<p>4. <strong>ALCOHOL ABUSE PREVENTION</strong><br />
Over the past decade, the Navy has made significant progress in addressing and preventing alcohol abuse.  The “Right Spirit” campaign has been highly successful, as evidenced by a 33 percent reduction in alcohol related incidents and a 23 percent reduction in DUI/DWI incidents for the Navy since FY-04.  Please review the attached NAVADMIN 061/09.  Additionally, to increase awareness of drunk driving, please review the attached HERO and Top 10 reasons to make mom proud posters.</p>
<p>5. <strong>OBSERVANCE OF WOMEN’S HISTORY MONTH 2009 </strong><br />
March 2009 is the 22nd annual observance of Women’s History Month, during which we celebrate the many contributions women have made and are making to our Navy and Nation.  This year’s National theme is “Women taking the lead to save our planet.”  For further information, please review, attached NAVADMIN 069/09.</p>
<p>6. <strong>ADVANCE DENTAL ASSISTANTS (HM-8702)</strong><br />

<p>FALLS CHURCH, Va. &#8212; Effective Jan. 1, 2009, TRICARE will reduce the rates for TRICARE Reserve Select (TRS). Monthly premiums for TRS individual coverage will drop 44 percent from $81 to $47.51, and TRS family coverage will drop 29 percent from $253 to $180.17.</p>
<p>The 2009 National Defense Authorization Act (NDAA), section 704, required TRICARE to analyze Reserve Select costs from 2006 and 2007, and set new rates for 2009.</p>
<p>&#8220;Now that TRS has been in place for several years, we were able to calculate premiums for 2009 from actual cost data obtained in earlier years,&#8221; said Army Maj. Gen. Elder Granger, deputy director of TRICARE Management Activity. &#8220;It is important to provide high quality and affordable healthcare coverage for our National Guard and Reserve families.&#8221;</p>
<p>Established in 2005, TRS is a premium-based health plan for National Guard and Reserve personnel available for purchase by members of the Selected Reserve who are not eligible for or enrolled in Federal Employee Health Benefit plans.</p>
<p>TRS provides a health plan option to members of the Selected Reserve and their families when they are not on active duty status. The TRS plan delivers coverage similar to TRICARE Standard and Extra to eligible members who purchase the coverage and pay monthly premiums. TRS also features continuously open enrollment.</p>

<p>1.  <strong>NAVY MEDICINE PERSONNEL SURVEY</strong><br />
We&#8217;d like to update you on our response rates for Enlisted personnel participation in the Navy Medicine Personnel Survey. Attached is our most recent data pull from October 27th showing our response<br />
rates by Corps.  We have seen an improvement and we credit the increase to your efforts at getting the word out about this survey.  We remain concerned that we are lacking feedback from the Junior Enlisted.  Please ensure that all personnel have the opportunity to participate in this critical survey.  The deadline for response is 30 November.</p>
<p>2.  <strong>ADVANCEMENT DEVELOPMENT CONFERENCE</strong><br />
Please review the attached NAVADMIN 286/08. This NAVADMIN announces the Jan 09 to Jun 09 Advancement Examination Development Conference (AEDC) schedule. Active Duty Chief’s (E7 – E9) are requested to volunteer as Subject Matter Experts (SMEs). Please submit all nominations to HMCM(SW/SCW) Menke. <p>3.  <strong>ANCHOR LINES</strong><br />

<p>3.  <strong>NEC MANNING (NECMAN) DOCUMENT</strong><br />
Understanding the NECMAN can be a challenge: Please review the attached NECMAN for October 2008.  Enlisted Programmed Authorization (EPA) Total (Green): 2008 EPA numbers (updated twice a year) (BILLETS) Individual Account (IA) EPA Total (White): EPA personnel we planned for in the training pipeline.</p>
<p>Adjusted (Blue) is the difference between the EPA total and IA EPA.<br />
INV TOTAL:  (Green) monthly reported from the Digital Dashboard, the number of personnel actually in inventory  (BODIES) I/A Account (White) number also reported monthly from the Digital Dashboard listing personnel in I/A account which includes TPPH (Transient, Patient, Prisoner, Holdee (TPPH), Student, and Limited Duty Pipelines Adjusted INV (Blue) is the difference between the Inv Total and I/A account Total Inv/EPA is the percentage we utilize to determine our manning for each NEC.</p>
