Where is the instruction that outlines the timeline a chain of command has to route chits?
Also the Navy instruction on E-mail, thank you. GO NAVY!!!!!

My head hurts..
Crazy and I have been on a SNIPE hunt looking for the right instruction.. Look, if 2 CPO's can't find it with the Internet at our disposal.. How in the hell will he find it?
But on another note.. The EMAIL Policy, ask for your commands policy in writing.. there you go..
Remember.. The Navy can make a policy, but the command can make it more strict, but they cannot relax it..

I was going to post this earlier, but my internet crashed as I was typing my reply.
Basically, you have provided insuficient information for us to answer your question.
By "chit" I assume you mean NAVPERS 1336/3 (Rev. 8-05), Special Request/Authorization, but there are other Navy forms that also get called a "chit".
Article 1156 in Chapter 11 of US Navy Regulations has the generic all encompassing navy-wide rule on forwarding requests up the chain. However, that probably does not answer your question.
Very few Navy-wide instructions mention the NAVPERS 1336/3. Most comments are related to leave and retirement, such as found in the MILPERSMAN. Beyond that there are few universal rules that apply.
Commands often establish their own rules and procedures for the NAVPERS 1336/3 that are not recognized outside of that command. Most policies are rather vague and use terms like "timely" or "promptly"; however a few are very specific and provide deadlines (ie. within 72 hours) or require a written explanation for the delay.

If the command does not have an established policy, it is possible for different divisions or work centers to institute their own policy. For instance, some LPO's may allow people to swap duty based on a verbal discussion while other LPO's will require the request and approval to be documented on a NAVPERS 1336/3.
I would start your search by looking into you command's local policy and work your way up the chain of parent commands. Perhaps if you provide more detail, you will get a more specific answer.

Again, insuficient information to answer your question.
Depending on what aspect of electronic mail we are talking about and what network you are using, there is a wide variety of issues and instructions that could come into play. (OPSEC, INFOSEC, COMSEC, COMPUSEC, IA, PII, HIPAA, blah, blah, blah). There really isn't a single overall instruction that encompasses all electronic mail issues. Email is always a subcomponent of a broader subject.
A good place to start is Enclosure (1) of BUPERSINST 5239.1B, BUPERS INFOSEC Program, dtd 5 Apr 2001. Another place to start is the network warning that appears when you login or the user agreement you signed to obtain your account.

1. Purpose: This user acknowledgement form outlines the terms, conditions and proper use for operating, accessing, managing, and/or using United States Navy Enterprise Information Technology (IT) resources operating at the collateral (i.e. non SCI) level (hereafter referred to as Navy IT resources). Navy IT resources include, but are not limited to telephones (including cell phones), computers and work stations, information and communication systems, software, networks, pagers, facsimile machines, Personal Digital Assistants (PDA), internet access, and electronic mail. All persons with access to Navy IT resources, whether authorized or not, are reminded that use of these resources is subject to monitoring.
2. Scope: Unless otherwise specified, this user agreement applies to U.S. Armed Forces Uniformed Military members, U.S. Civil Service civilian employees, Department of Defense contractors, and Non-U.S. personnel (foreign military personnel, foreign civilian employees, or local nationals in host country), with access to USN provided or funded IT. This user agreement applies to collateral Navy IT resources only.
To ensure the integrity, safety, and security of Navy IT resources, and to comply with applicable regulations when using government – provided IT services or systems, I will NOT:
a. Use commercial web based email (e.g. Hotmail, Yahoo!, Google, etc.) for official business.
b. Access commercial web based email (e.g. Hotmail, Yahoo!, Google, etc.) for personal use without prior written approval from the Navy Operational DAA.
c. Auto-Forward government email to a commercial email account. Government email may be manually forwarded to a commercial email account only after thorough review to ensure all data is unclassified, non-sensitive (e.g. no FOUO, Privacy Act, OPSEC, etc.) and appropriate.
d. Install any hardware or software and/or modify any Navy IT resource without prior approval from the local IA authority or IAM.
e. Relocate or change network connectivity of equipment without IAM authorization.
f. Circumvent, disable, bypass, strain, or test security measures, countermeasures, or safeguard mechanisms. If IA mechanisms must be bypassed, I will coordinate the procedure with the IAM and receive written approval prior to initiating the IA mechanism bypass.
g. Participate in or contribute to any activity resulting in a potential or actual disruption or denial of service.
h. Write, code, compile, store, transmit, transfer, or introduce malicious software, programs or code.
i. Download files not needed for official use unless specifically authorized by my IAM. If in doubt, I will first consult with my IAM.
j. Attempt to access or process data or use operating systems or programs, except as specifically authorized.
k. Upload or download .exe, .com, .vbs, or .bat files without prior written authorization from the IAM or local IA authority.
l. Engage in spamming, unauthorized chatting, unauthorized file sharing, gambling, wagering, hacking, or posting of personal home pages.
m. Engage in any activity whose purpose is personal or commercial financial gain (e.g., solicitation of business services, sale of personal property, online stock trading, etc.)
n. Participate in the forwarding or creation of chain letters or use bandwidth-intensive applications (e.g. web radio, sports or stock tickers, online games, etc.) for unofficial business.
o. Engage in any activity that is of fraudulent or malicious intent, or that is illegal under international, federal, state, regional, or local laws.
5. Enforcement: Violation of the rules outlined above could result in loss of Navy IT resource privileges. Administrative, disciplinary, and/or criminal action pursuant to U.S. federal law, the Uniform Code of Military Justice, Navy regulations, and any host country laws specified under U.S. and host country bilateral agreements or Status of Forces Agreement may be taken.
By signing below, I signify that I have read and understand my responsibilities as an IT resource user. Furthermore, I accept responsibility for any Navy IT resource issued to me and to which I am granted access. I understand that my access to these resources may be revoked or terminated for non-compliance with this acknowledgement form. If I am assigned duties as part of the IA Workforce IAW DoDD 8570.1, I will execute IA/CND (Computer Network Defense) program requirements as directed by the local IAM and I will obtain training and maintain certification commensurate with the requirements of my appointment. Additionally, if assigned as a member of the IA workforce, and granted privileged access, I will have a separate “Privileged User Responsibility Form” signed and maintained with the Local IAM for the duration of the privileged access.
