Professional military education. College degrees. Civilian certifications. Training opportunities. For young sailors, trying to figure out how to make yourself smart enough to advance in rate can be as confusing as your first day on a carrier. But starting in April, the Navy plans to begin handing out road maps to guide you to the promised land.

And the maps will be worth following — if you stay behind while other sailors in your rate start boning up, you’ll have a tougher shot at moving up come advancement season.
“There is just so much information out there for our sailors to digest that we can’t be sure everyone is aware of everything available to them,” said Master Chief Electronics Technician (SW) Tom Smith, a team leader on the project at Naval Education and Training Command, Pensacola, Fla.

These new documents will be the only visible part of the Navy’s new “Enlisted Learning and Development Strategy,” in which officials will combine all the Navy’s required professional military education and training courses with civilian and military certifications — and what was previously considered “off-duty” education such as college courses — into recommended career paths for sailors.

For the first time, sailors will be able to see everything the Navy offers them in their career field just by turning pages of a document — without slogging through multiple Web sites and mining databases and catalogs.

What’s coming

The plan is to deliver 25 percent of the Navy’s ratings per quarter over the next year to get the bulk of them done, he said, adding that the goal is to have every rating covered within two years.

But because some ratings such as electronics technician and hospital corpsman are more complex than others, Smith said some sailors might have to wait a little longer to download their information.
