Importance: High

Senior Enlisted Leaders
NAVADMIN 372/06 established the cutoff date for our Selected Reserve CPO package deadline (Board 08335) as 1 April 2007. However, NETPDTC has informed us that they still have not received 90% of the exams returned for our Reserve candidates in order to determine Final Multiple Scores
(FMS) and selection for our E4 through E6 as well as compute FMS and Selection Board Eligibility for our E7 candidates.
Therefore the deadline for the SELRES CPO Package cutoff for Selection Board # 08335 is now extended from 1 April 2007 to 23 April 2007. Our FTS candidates' deadline will remain the same, 1 April 2007 (Board 08336).
Please remember, Selection Board packages should only be those items to supplement missing documentation from the Official Permanent Service Record.
Leaders, we must get these exams in. BUPERSINST 1430.16E chapter 6 paragraph 610 states exams must be returned by U.S. Registered Mail or the current holder of the GSA contract for overnight delivery within 7 working days after administration of each examination. Unused Inactive Reserve examinations shall be destroyed within 5 days after last drill weekend of examination month, unless authority is received from NETPDTC
(N321) to retain examinations for later administration.
In addition to the slow return of the SELRES exams, we have 578 SELRES Sailors who are in a discrepancy status for Cycle 080 which adds to this
issue:
NAMES: 578 DISCREPANCIES: 680
UNMATCH NAME/SSN 19
TIG 6 MO GRTR TIS 11
FOREIGN NAT HOLD 7
CITIZENSHIP UNK 5
INSUFF TIR 110 (TIR Waiver probably not identified)
ERROR, DTIS=0000 10
PERF MARK ERROR 342 (No PMA on exam answer sheet)
SCHOOL REQUIRED 59 (Conversion NEC for our NAVET/OSVET/NPSB
Sailors not in IMAPMIS?)
WRONG PATH ADV 116 (Did not receive authority or Conversion
NEC not in IMAPMIS?)
RATE ERROR XXXXX 1
Here is the link to NETPDTC'S Navy Advancement Center's website where all enlisted Sailors can view exam discrepancy lists under "exam info" and then "exam discrepancies"... Commands must contact NETPDTC to clear up these discrepancies as soon as possible.

(SELRES ONLY)
Greeting gang from Newport.
I just spoke with Darlene Gemuend and wanted to hook this email and get some
word out concerning the E8/9 board results but before I do....
Regarding this particular issue of getting SELRES exams mailed in (for all
pay grades)...
I just want to echo Ken Rummel's thoughts and ask that you all really drill
down and be intrusive as to why this is not happening in a timely manner.
We are committed to helping you with any and all obstacles and are open to
any ideas to help you help your folks with in your area of reach to ensure
our Sailors are taken care of and there is closure on this exam issue.
Honestly (and I have said this before) - when you measure the difficulty of
doing this (not hard) against the impact to morale of our people
(huge) - why can't we get this? Looking for answers.?
If it is out our control - well ... So be it but, I truly do believe we can
get better.
Now - speaking of "morale" and "why" and "out of our control" ... Let's talk
8/9 board results.
We have an age old principle at work here of "innocent suffering for the
guilty" ...
The RC boards have had very little problems historically but you all know
the issues that other boards have had with compromised boards and really
messed up messages and sloppy admin. Etc.,
We seen this last year and talked about it in detail and here we are again.
I think we all just have to come to grips with the fact that the good ole
days of the board finishing on Friday and the CNP signing them out that day
are a thing of the past.
For starters - Darlene is locked to a 48 hour soak time where Memphis looks
and then re-looks at the final product to ensure is is right.
Then this package is fedexed to DC and the CNP has his staff work it again.
Then he is hard over on being personally at the brief so his schedule comes
in to play - big time.
As you know the board finished last Friday. I had chatted with Darlene and
we were crossing our fingers that an out call would happen by this Friday.
(Tomorrow).
There was slight hold up with several chops in Memphis and now the DC folks
are working it and the out call is not going to happen until next week.
No results Friday.
Master Chief Gemuend and her team did their job and it is out of their
control.
I'm am so sorry gang - it is out of my control.
We can all kick the can and gripe and moan and - I'm right there with you
but...it is what it is and I wanted to at least give you the SA and take you
off the hot seat holding pattern.
Sorry again-
Thanks for all the great work you do.
