When Admiral Timothy J. Keating, commander of U.S. Pacific Fleet, arrived on the first U.S. aid airlift flight to cyclone-ravaged Myanmar on May 12, he carried with him a letter assuring that country's leaders the United States was coming not to invade, but to help.
