The state of Louisiana has spent the past three years battling over the question of whether or not to allow for statewide video franchising and now finally seems close to making a decision (http://www.multichannel.com/article/CA6570406.html). Statewide video franchising is something that has strong support (http://www.dslreports.com/shownews/81096) from telcos who say that it expedites the delivery of video services to consumers. A bill pushed by AT&T has made it past both the Senate and the House in Louisiana and is now pending governor approval. The bill would allow for statewide franchising but would not affect certain major markets, like New Orleans, which have home-rule charters allowing them to set their own franchise rules. The governor has ten days to make a decision on this issue.
