Another reason to do your best during A School:

[] Advancement of Number One “A” School Graduate to Higher Paygrade.
Commanding Officers (COs) are authorized to advance the number one “A” School graduate in each class to the next higher paygrade not to exceed E-3.

Furthermore, these students may also be included as candidates for accelerated advancement to E-4. Accelerated advancement to paygrade E-4 may be effected for qualified candidates whether or not a member is serving in paygrade E-3. TIR requirements may be waived for the number one graduate of each “A” School class.


[] Recommendation of Top 10 Percent “A” School Graduates for AAP
COs of traditional training schools may recommend the top 10 percent of the qualified candidates in each “A” School graduating class for the Accelerated Advancement Program (AAP)


[] Candidates must meet body fat and physical readiness standards. Candidates for advancement must also have a satisfactory record of military bearing and professional performance. Time-in-rate (TIR) requirements for the purpose of this advancement are waived. Effective date of advancement will be the date of graduation.

1. When did you ask?
2. Were you a possible candidate for promotion?
3. Who did you ask?
4. Did you provide a printed copy of MILPERSMAN 1430-010 when you asked?
5. Did you request to ask the question of someone higher up the chain of command or in a position that might be able to make a policy decision?
6. When told "no", did you professionally and tactfully ask "why not" at an appropriate time & place?
7. Did you mention it on your end-of-class/post-course critique? (assuming they are still doing those...)

A "no" from an IBM (Instant Boatswain's Mate) on legal hold, supervising working parties waiting for the next class to form, is rarely the best source for information and advice for new students. The LT or LCDR Academic Advisor might just be a better source.

If I was a student in the top 10% of my class, you can bet I would professionally & tactfully ask several members of the school staff myself. If I was the #1 student in my class, I would probably politely climb the chain looking for an answer or take advantage of a Q&A opportunity when senior leadership visits the classroom. I might even ask again if there was a change of command or transfer of key school personnel.

Asking without the official reference is usually a bad idea. Putting a black-&-white order/instruction in their hand with an affirmative inquiry (ie. the rules say I can do it, please tell me how) typically gets much better results. It is even better if you are the class student leader and you are trying to get the promotion for a classmate (ie. SA Smith is the top student, it says here he can get promoted to HN at graduation, how do we do it?).

Here you go..

Yes they "NOW" promote the #1 Sailor with the highest GPA. As long as your promoting up to E-3. They will not promote you to E-4.

i apologize for the haste in my response. I'm an E-3 and was asking about possible promotion to E-4 upon graduation with the highest GPA.

When I graduated the other week I had an 89% GPA and was still 6th in the class, we were pretty smart had good instructors IMO. Unfortunately the top student was already and E-3. I told him he should have failed one and helped the E-2's below him out, so much for one team one fight :P

I never agree to fail at anything on purpose! Regardless of the circumstances.
