First, find the job you want.

If you have your High School Diploma, you are eligible to attend college and at any age!
In order to become an officer in the U.S. Navy, it requires a BA or BS degree from an accredited College or University.
I should add, if you are already enlisted and in the Delayed Entry Program or in the Navy, you would more in likely have to wait until you get to your first command. At that point, you can discuss Tuition Assistance with your Chain of Command. It is possible to attend college courses or take them online. This, of course is on your 'off' time and wholly dependent upon where you're stationed. If you are deployed, you obviously wouldn't be able to take courses.
Once you obtain your four year degree (BA or BS) then you have the option of applying for Officer Candidate School with your command and your detailer.
If you REALLY wanna be an officer, try Army, they accept 2 yr degrees.
