snail mail delivery

I was wondering what is the best way to insure a rapid, secure delivery to a sailor living on base. Fed-Ex doesn't deliver on base, and express US mail only goes express until it hits the base mail room, then goes into the normal 3 - 5 day limbo treatment. Any ideas? There are some things you just don't want to get lost.

FedEx should deliver to the base. I get stuff all the time here via FedEx. Just send it to the work address attention to who you want to get it. That works state side at least.
