			<content:encoded><![CDATA[<p align="center"><span style="text-decoration: underline;">Questions / Answers Regarding Permanent Change of Station (PCS) Restoral</span></p>
<p><strong>Q:  I hear that PCS funds were restored&#8230;when will I get my PCS orders?</strong></p>
<ul>
<li>Approximately 9,200 enlisted Sailors who had their FY09 Projected Rotation Dates deferred to FY10 can begin their negotiations for follow-on orders.</li>
</ul>
<ul>
<li>We will release orders according to NPC&#8217;s existing prioritization strategy; GSA rotations, career milestone billets, critical readiness fills, minimizing gaps at sea for deployed units and those working up to deploy.</li>
</ul>
<ul>
<li>Those with the nearest rotation date and overseas orders should expect to see PCS orders first.</li>
</ul>
<ul>
<li>To the maximum extent possible, we will honor those Sailors&#8217; originally agreed-upon assignments and will work with each individual to minimize disruption to them and their families.</li>
</ul>
<ul>
<li>We will continue our close coordination with USFF and the Fleet N1s to ensure we focus our resources where they are needed most.</li>
</ul>
<p><strong>Q:  What should I do if I am waiting for PCS orders? </strong></p>
<p><strong>For Enlisted Sailors:</strong></p>
<ul>
<li>If your PRD was moved to November, you are in your negotiating window.</li>
<li>If your PRD was moved, your detailer recorded what you previously asked for and will make every effort to keep you on track.</li>
<li>The current requisition, which was a full Fleet release, closes at 0500 CST on 24 June.</li>
<li>While the July requisition has not been developed yet, we have no reason to believe that it will be constrained.</li>
</ul>
<p><strong>For Officers:</strong></p>
<ul>
<li>You should know if your PCS orders are being held while we waited for PCS funds.  Most orders that were in the holding pattern should be out in a few weeks at the latest .</li>
<li>Those that have not yet negotiated PCS orders should begin the negotiation process.</li>
</ul>
<p><strong><em>Most Sailors have been in contact with their Detailers, but those with specific issues should call or write to their detailer.</em></strong></p>
<p><strong>Q:  Is there going to be an impact on moving my house hold goods?</strong></p>
<ul>
<li>Summer PCS season is the busiest time of year for families to move, so you should expect some delay as moves ramp up.  Recommend contacting your local personal property office after receiving PCS orders for a more realistic planning timeline.</li>
<li>We anticipate that many families will now be able to set up HHG moves and rotate between school years.</li>
</ul>
<p><strong>Q:  My PRD is in December which is 6 months away, can I get my PCS orders now to move my family over the summer?</strong></p>
<ul>
<li>The new DoD mandated PCS Obligation Policy Change (POPC) directs that PCS orders are costed when the orders are released.</li>
<li>While we will do our best to get PCS orders as soon as possible, we will be working on those with the closest PRDs.</li>
<li>Some Sailors expecting to PCS in the Nov to Dec 09 timeframe may not see orders until 1Oct09.</li>
</ul>
<p><strong>Q:  I&#8217;m transferring from/to an OCONUS location and it takes 60 days for HHGs to ship.  Will I get my orders in hand in time to ship my HHGs 60 days prior to PRD? </strong></p>
<p>Maybe.  Detailers will work very hard to identify those personnel in need of orders for special circumstances.  However, the fiscal realities may prevent early receipt of orders.  Personnel should have backup plans in place.</p>
<p><strong>Q:  Can I get a letter of intent?</strong></p>
<p>No. Letters of intent cause us to obligate PCS funds immediately, which is the same impact as writing PCS orders.  A letter of intent without accounting data will not be accepted for scheduling HHG appointments since HHG scheduling obligates funds.  Additionally, if you are concerned about status on a housing priority list, priority is established when you detach from your command, not when you receive orders, so any paperwork (PCS orders or letter of intent) received before you detach will not affect your priority status on a housing wait list.</p>
<p><strong> </strong></p>
<p><strong>Q:  Will a delay in PCS orders affect my status on the housing priority list?</strong></p>
<p>Housing priority is established when you detach from your command, not when you receive orders, so any paperwork (PCS orders or letter of intent) received before you detach will not affect your priority status on a housing wait list.</p>
<p><strong>Q:  Are no-cost moves going to happen?</strong></p>
<p>Maybe.  No-cost PCS orders are able to be released however, the member&#8217;s relief must be able to report prior to releasing orders for the member to detach.  If your relief&#8217;s orders can not be released due to cost, you may not be able to execute a no-cost move.</p>
<p><strong>Q:  What if I already have orders in hand?  Can I expect that they will be cancelled?</strong></p>
<p>If you have orders in hand, you can execute as planned.  There are no plans to cancel any released orders.</p>

<p><strong>Q:  How are PRD extensions and geostability moves impacted by PCS reductions?</strong></p>
<p>Part of Navy&#8217;s approach to mitigating PCS funding shortfalls is to PCS personnel to assignments within the same geographic area to continue to support Fleet Readiness.  Detailers are attempting to maximize PRD extensions, and geostability moves where possible and practical to support the needs of the Sailor and the Fleet.</p>
<p><strong>Q:  If I’m in my detailing window should I apply for a job in CMS/ID?</strong></p>
<p>Yes. You should still apply for jobs in CMS/ID</p>

<p>The Navy will change the Short Term Extension (STE) policy Oct. 1, affecting obligated service (OBLISERV) rules for enlisted personnel.</p>
<p>According to NAVADMIN 242/09, the reason for the change is that the Navy has noticed during the past several years the number of STEs has risen substantially.</p>
<p>&#8220;The impact of this change is that more Sailors will be directed toward reenlistments, said Master Chief Petty Officer of the Navy Rick West. &#8220;It also gives our Sailors more flexibility to manage their careers early in the [career review board] process while taking advantage of monetary incentives. Standardizing the rules will assist our Sailors in managing their careers while allowing the Navy to better manage the force. We should have done this years ago&#8221;</p>
<p>Currently, a Sailor has to obligate for 12 months when they receive orders to sea duty, unless DoD area requirements are greater. The new policy will require 24 months of obligated service, with these exceptions:</p>
<p>* Sailors with less than 24 months until their high year tenure date must only obligate for the amount of time needed to reach that date.</p>
<p>* Sailors will obligate for the requisite time-on-station requirements for PCS orders to places that require less than 24 months, such as Diego Garcia and unaccompanied tours.</p>
<p>* All other obligated-service requirements will remain the same.</p>
<p>The maximum number of short-term extensions that a Sailor may now use will be two per contract. The length of an extension will be limited to 23 months, and the total of all extensions cannot exceed 24 months. Other rules include:</p>
<p>* Extensions counting against the Sailor&#8217;s two-extension limit are those that help manage their careers or if they benefit to the Sailor. For example: Instead of reenlisting, a Sailor uses an extension to obtain OBLISERV so he/she can execute PCS orders.</p>
<p>* Extensions not counted are Navy-required ones, such as the PCS delay this past summer. Navy Personnel Command (NPC) can answer specific questions on what category an extension falls into. NPC also has procedures in place to handle unique situations that might require more than two extensions per contract.</p>
<p>* Extension policy for Sailors taking individual augmentee/global war on terrorism support assignments (IA/GSA) orders remains the same. Once they have completed the GSA/IA assignment, they will fall under current detailing and extension policies</p>
<p>Sailors choosing not to obligate for the required 24 months but have more than 12 months of contract time left will be assigned based on the &#8220;needs of the Navy&#8221; or, if eligible, will be encouraged to voluntarily separate at end of obligated service {EAOS} or projected rotation date {PRD), whichever is closer. Those assigned &#8220;needs of the Navy&#8221; orders will not necessarily stay at their present command.</p>
<p>West said that under any circumstances, however, this policy change provides Sailors and Navy families a greater opportunity to map out their future.</p>
<p>&#8220;The bottom line,&#8221; said West, &#8220;is that this allows our Sailors to be proactive, not reactive when it comes to career planning.&#8221;</p>

(NNS) &#8212; The Chief of Naval Personnel (CNP) released an update in NAVADMIN 236/09 on permanent change of station (PCS) orders indicating that some Sailors set to move in the first quarter of fiscal year 2010 (FY10) will receive their orders after Oct. 1.</p>
<p>The recent supplemental funding from Congress allowed Navy Personnel Command (NPC) to resume normal order writing for the fourth quarter this fiscal year. This followed a temporary hold initiated in April.</p>
<p>&#8220;Using the prioritization strategy developed in Millington, we mitigated the impact of the initial PCS shortfall and were largely successful in minimizing the impacts on Sailors and their families,&#8221; said Rear Adm. Don Quinn, commander NPC and deputy CNP. &#8220;One of the mitigation actions was to shift a number of projected rotation dates (PRDs) to FY10.&#8221;</p>
<p>Although funds were restored for those receiving orders through September, the majority of PRDs that were shifted to FY10 will remain adjusted.</p>
<p>Current funding levels support all identified fourth quarter FY09 moves. However, a PCS obligation policy change that went into effect earlier this year means that PCS funds must be obligated when orders are released, instead of when the Sailor detaches. The result is that some of the FY10 orders cannot be released until the new fiscal year.</p>
<p>&#8220;Because of the additional FY09 funding, approximately 4,000 Sailors scheduled to detach in the first quarter of FY10 will receive orders soon,&#8221; said Quinn.</p>
<p>&#8220;However, up to 14,000 Sailors slated to detach during the first quarter of FY10 will not receive orders until after 1 Oct.&#8221;</p>

2.  WE REMAIN COMMITTED TO PROVIDING SAILORS WITH AS MUCH INFORMATION
AND LEAD TIME AS POSSIBLE.  THIS TIMING WILL RESULT IN COMPRESSED PCS
TIMELINES FOR SOME SAILORS AND THEIR FAMILIES WITH PRD IN OCT-DEC 2009.
3.  WORKING IN CLOSE COORDINATION WITH ENTERPRISE MANPOWER AUTHORITIES,
PERS-4 WILL CONTINUE TO UTILIZE THE SAME PRIORITIZATION STRATEGIES USED
DURING THE PREVIOUS TEMPORARY PCS HOLD TO MINIMIZE IMPACTS TO FLEET
READINESS, CAREER TIMING, AND FAMILIES.  EMPHASIS REMAINS ON GLOBAL
SUPPORT ASSIGNMENT ROTATIONS, CAREER MILESTONE BILLETS AND CRITICAL
READINESS FILLS, MINIMIZING GAPS AT SEA FOR DEPLOYED UNITS AND THOSE
WORKING UP TO DEPLOY, AND KEEPING THE TRAINING PIPELINES MOVING.
SAILORS IN THE PROCESS OF ORDERS NEGOTIATION, THOSE WITH A PRD IN FIRST
QUARTER FY10, OR THOSE WHO OTHERWISE WILL BE AFFECTED BY THIS SHORTFALL

<p>WASHINGTON (NNS) – The Navy announced plans April 14 to place a temporary hold on selected Permanent Change of Station (PCS) moves in order to remain within budget.</p>
<p>The decision means that as many as 14,000 Sailors who have not already received orders may not be able to transfer until after October 1, 2009, when the new fiscal year begins.</p>
<p>Individuals currently under orders will be allowed to rotate as planned.</p>
<p>&#8220;Delaying these moves will help us live within the manpower resources we have been allocated,” said Rear Adm. Don Quinn, Commander, Navy Personnel Command. “We have chosen this path instead of other more painful options, such as involuntary separations. We fully understand the impact on our Sailors and their families, but this was clearly the best option in these extraordinary times.&#8221;</p>
<p>Exceptions to the PCS hold include orders for Sailors separating from the service, Individual Augmentees and GWOT Support Assignments, new accessions, organization moves as well as selected Joint Professional Military Education (JPME), graduate education moves and readiness moves.</p>
<p>Navy leaders will continue to work this issue and should additional funds become available, Navy will act promptly to restore these delayed PCS moves.</p>
<p>&#8220;We are working very hard to focus the remaining PCS funds on critical moves that are directly tied to Fleet readiness,&#8221; said Quinn.</p>

Q</strong>: When will people start wearing the uniform?<br />
</span><span class="abody"> <strong><br />
A</strong>: On Dec. 15, flag officers, com­manding officers, officers in charge and command master chiefs anywhere in the Navy will be able to purchase the uniform online or by phone, though the rank and file must wait until next October to order online.<br />
Sailors in the Norfolk, Va., area will be able to find the uniforms on exchange shelves exactly one month later, the first wave in the two-year rollout.<br />
</span><span class="abody"> <strong><br />
Q: </strong>When will everybody be required to have the uniforms?<br />
</span><span class="abody"> <strong><br />
A</strong>: Dec. 31, 2010, will mark the  end of the two-year rollout for E-1 through O-10.<br />
</span><span class="abody"> <strong><br />
Q</strong>: What does the Navy Working Uniform replace?<br />
</span><span class="abody"> <strong><br />
A</strong>: Utilities for E-6s and below and wash khakis worn by chiefs and officers. It also will replace the little-used tropical versions of those uniforms — the ones with shorts.<br />
Also gone will be the “winter working blue” uniform, which is the less-dressy version of the “Johnny Cash” black shirt and black pants worn without ribbons and tie.<br />
Coveralls were headed for the scrap heap, but sailors made it loud and clear in 2004 that the popular uniforms needed to stay.<br />
</span><span class="abody"> <strong><br />
Q</strong>: Will women have to buy separate items?<br />
</span><span class="abody"> <strong><br />
A</strong>: No, the Navy has made the  NWU a “unisex” uniform, meaning both men and women wear the identical items in the same way.<br />
</span><span class="abody"> <strong><br />
Q</strong>: Can I wear my command ball cap with the NWU?<br />
</span><span class="abody"> <strong><br />
A</strong>: Yes, if your CO allows it.<br />
Officially, the only authorized headgear are the eight-point cover and the watch cap during cold weather. But your CO can authorize the ball cap onboard ship, and that authority usually extends to the pier area around your ship. When you’re away from your command (commuting or on another part of the base), only the eight-point can be worn — unless your regional comman­der has authorized the watch cap.</span></p>
<p><span style="color: #000000;"><strong>Q:</strong></span> When can I wear coveralls?</p>
<p><span class="abody"><br />
</span><span class="abody"> <strong> </strong><strong>A: </strong>The NWU is the primary work­ing uniform ashore and an au­thorized working uniform while underway. If you wear coveralls aboard ship, you will continue to do so unless otherwise directed by your CO or OIC. If you wear a working uniform off the ship, it will now be the NWU.<br />
</span><span class="abody"> <strong><br />
Q</strong>: In what circumstances will I wear the NWU?<br />
</span><span class="abody"> <strong><br />
A</strong>: It’s required in  any situation that previous­ly called for</span><span class="abody"> dungarees for E-6 and below or wash khakis for chiefs and officers.</span></p>
<p><strong><span style="color: #000000;">Q:</span></strong> When can’t I wear the NWU?<br />
<span class="abody"> <strong> </strong><strong><br />
A: </strong>For now, you’ll be able to wear  it when commuting to and from work, either in a private ve­hicle or public transportation.<br />
But don’t get out of your car to get gas off base or pick up gro­ceries or your kids wearing the NWU. Only genuine emergency stops such as vehicle breakdowns and medical emergencies will be allowed.<br />
Those rules are the same as the current ones for utilities and wash khakis.<br />
</span><span class="abody"> <strong><br />
Q: </strong>Why can’t sailors wear the NWU off base?<br />
</span><span class="abody"> <strong><br />
A</strong>: The Navy Working Uniform is just that</span><span class="abody"> — a working uni­form, just like the utilities and wash khakis it’s replac­ing.<br />
Navy</span><span class="abody"> officials say working uniforms aren’t appropriate for off-base wear.<br />
</span><span class="abody">No other reason was given.<br />
</span><span class="abody"> <strong><br />
Q: </strong>What will happen if the chief sees me off base wearing the NWU?<br />
</span><span class="abody"> <strong><br />
A</strong>: Most likely, nothing — although technically you are violating a regulation and could be written up for disobeying a lawful order. How­ever, since the rules allow for emer­gency stops, officials say in some circumstances getting gas could be construed as an emergency. You just might have to explain yourself to a chief who happens by.<br />
</span><span class="abody"> <strong><br />
Q</strong>: What about sailors who work on the ground in Iraq or Afghanistan, are assigned to Navy Expeditionary Combat Command, work on a flight deck, or are in any other unit that requires woodland or desert cammies?<br />
</span><span class="abody"> <strong><br />
A</strong>: Sailors involved in tactical situ­ations or special work environ­ments — the war zones, flight decks, expeditionary units, etc. — will wear what they always wear.<br />
However, sources say some</span><span class="abody"> sailors, such as masters-at-arms guarding gates and patrolling in­stallations, will have to wear the NWU. The Navy has not pub­lished a list of such situations.<br />
Officials from NECC have said they will continue to wear legacy cammies at all their commands and will not wear the NWU when they are not deployed. But, sailors and officers still have to have an NWU in their sea bags by Dec. 31, 2010, just like everyone else. That’s because woodland or desert cammies remain organizational clothing, issued by commands, and not an official Navy uniform.</span></p>
<p><strong>Q:</strong> Can I still wear my flight suit?</p>
<p><span class="abody"><strong>A</strong>: It’s up to your CO. Flight suits are organizational clothing and as such are issued by commands for specific jobs, just like the woodland and desert cammies.</span></p>
<p>Chances are if you wear them now, you will continue to wear them.<br />
<span class="abody"> <strong><br />
Q</strong>I work in an engineering space on  my ship. Will I wear the NWU while on duty?<br />
</span><span class="abody"> <strong><br />
A</strong>That, too, is up to your CO.<br />
Officials say the uniform can work in engineering spaces, and in those environments you can re­move the outer shirt and un­blouse the pants. However, if you wear coveralls, chances are you will be able to continue to do so.<br />
</span><span class="abody"><br />
Can I wash it in ship’s laundry?<br />
</span><span class="abody"> <strong> Q</strong><strong>A</strong>Yes, officials say it can stand up to standard shipboard laundry.<br />
</span><span class="abody"> <strong><br />
Q</strong>Will my enlisted clothing allowance cover the cost of the entire uniform?<br />
</span><span class="abody"> <strong><br />
A</strong>Yes. The uniform allowances were increased over a two-year period to cover the initial purchase of the uniforms. Half was paid in fiscal 2008, and half is coming this fiscal year. If you spent that money on something else when you got it, the cost of the NWU is coming out of your pocket.<br />
Starting in 2010, the uniform al­lowance will again be adjusted to cover the cost of maintaining and periodically replacing NWU items, though officials estimate sailors will have to replace each NWU every 18 months. That’s compared with every six months for the utilities. Sailors entering the Navy starting in April will be issued the new uniforms in boot camp.</span><span class="abody"><br />
Can I buy the NWU online?</span></p>
<p><span class="abody"> <strong> Q</strong><strong>A</strong>Yes, you will be able to order  them from the Navy Exchange Uniform Support Center starting in October. Q</strong>If my region has not begun selling  the NWU in exchanges, can I buy one at another region’s exchange and wear it at my command?<br />
</span><span class="abody"> <strong><br />
A</strong>Though it’s not encouraged, it’s also not forbidden. This also goes for sailors who are stationed in one region, buy their uniform there and transfer to a region that is not yet selling the NWU. Once the rollout has started, sailors are authorized to wear either the NWU or the utilities until Janu­ary 2011. However, sailors who were not issued NWUs at boot camp or who purchased them while not assigned to a rollout lo­cation must maintain their cur­rent working uniforms until the NWU is available where they are assigned. When in doubt, go with what your command is doing.<br />
</span><span class="abody"> <strong><br />
Q</strong>Can warfare devices be worn on the uniform?<br />
</span><span class="abody"> <strong><br />
A</strong>Yes, but the rules for NWU are slightly different compared with other uniforms. You can wear a maximum of two warfare or qualification devices, one over the U.S. Navy tape over the left pocket and the second on the pocket flap.<br />
But for command master and</span><span class="abody"> senior chiefs — as well as force and fleet master chiefs — com­mand career counselors, recruit division commanders and security or law enforcement sailors such as master-at-arms, the rules are dif­ferent. These sailors, if they have dual warfare quals, will wear them stacked above the name tape while the identification badge is worn on the pocket flap.<br />
The command at sea or shore insignia can be metal or embroi­dered on a strip of NWU fabric and is worn above the right pock­et, centered above the nametape.<br />
</span><span class="abody"> <strong><br />
Q</strong>Should I buy my uniform right away to avoid shortages?<br />
</span><span class="abody"> <strong><br />
A</strong>By rolling the uniforms out by  region, uniform officials expect to have enough uniforms on hand.<br />
</span><span class="abody"> <strong><br />
Q</strong>How do I know I’m not buying a knockoff uniform?<br />
</span><span class="abody"> <strong><br />
A</strong>Buy your uniform at the ex­change. If you get it somewhere else, you run the risk of buying a cheap imitation. The Navy has trademarked the NWU design to protect it from unauthorized manufacturing.<br />
</span><span class="abody"> <strong><br />
Q</strong>What do I do with my old uniforms?<br />
</span><span class="abody"> <strong><br />
A</strong>You can do whatever you want  with your old uniform, as long as it does not discredit the Navy.<br />
</span><span class="abody"> <strong><br />
Q</strong>I’m an aviator. Can I wear my brown aviation boots with the NWU?<br />
</span><span class="abody"> <strong><br />
A</strong>No, only the two authorized boots. Brown aviation boots are organizational clothing, issued by your command and not an official uniform item.</span><span class="abody"><br />
Can I wear any kind of sock?<br />
</span><span class="abody"> <strong> Q</strong><strong>A</strong>It depends. The rules say that socks must be black and extend above the top of the boot. Howev­er, as is allowed now, sweat socks can be worn underneath the black socks if sailors choose.<br />
</span><span class="abody"> <strong><br />
Q</strong>Can I wear my command-issued  foul-weather jacket, peacoat or raincoat with the NWU?<br />
</span><span class="abody"> <strong><br />
A</strong>No. The only jacket authorized for wear with the NWU is the Gore-Tex jacket. The jacket’s re­movable fleece liner will not be authorized for wear by itself as an outer garment. Also, nothing is al­lowed to be sewn or glued to the uniform as it will destroy its weather-resistant properties. Ë</span><span class="abody"> —</span><span class="abody"> Mark D. NYLON/COTTON TWILL FABRIC.  IT IS A FOUR COLOR (DECK GRAY, HAZE GRAY,
BLACK AND NAVY BLUE) DIGITAL PATTERN DESIGN.  EMBEDDED THROUGHOUT THE
FABRIC ARE MINIATURIZED FEATURES OF THE SEAL OF THE NAVY FLAG WITH THE
LETTERS "USN"
DIRECTLY BENEATH IT.  THE SEAL INCLUDES AN ANCHOR, A THREE-MASTED
SQUARE RIGGED SHIP, AND AN EAGLE.  THE EMBLEM WILL BE ABBREVIATED "ACE",
WHICH STANDS FOR ANCHOR, USS CONSTITUTION, AND EAGLE.
2.  THE NWU IS INTENDED FOR YEAR-ROUND WEAR AND SHALL BE THE STANDARD
WORKING UNIFORM ASHORE.  THE NWU IS DESIGNED TO ACCOMMODATE MALE AND
FEMALE SAILORS AND TO FULFILL MULTI-FUNCTIONAL/GEOGRAPHICAL UNIFORM
REQUIREMENTS AT SEA AND ASHORE.  THE NWU WILL REPLACE WORKING UTILITIES,
TROPICAL WORKING UNIFORMS, WASH KHAKIS, WINTER WORKING BLUE, AVIATION
WORKING GREEN AND NON-TACTICAL/ENVIRONMENTAL USAGE OF CAMOUFLAGE
UTILITY UNIFORMS (CUU).  IT IS ALSO DESIGNED TO MINIMIZE THE
REQUIREMENT FOR VARIOUS COLD WEATHER GEAR, AND TO ACCOMMODATE THE
PERSONNEL ARMOR SYSTEM FOR GROUND TROOPS (PASGT).
APPROPRIATE AUTHORITY MAY PRESCRIBE PASGT ITEMS FOR WEAR WITH THE NWU.
THE TERM "APPROPRIATE AUTHORITY" REFERS TO COMMANDERS, COMMANDING
OFFICERS, AND OFFICERS IN CHARGE.  THE MANDATORY WEAR DATE IS 31
DECEMBER 2010.
3.  OCCASION FOR WEAR.  THE NWU IS DESIGNED TO BE WORN IN ENVIRONMENTS
(AT SEA AND ASHORE) THAT DO NOT REQUIRE SPECIAL CLOTHING (E.G. FLIGHT,
FLIGHT DECK, ENGINE ROOM, ETC.).
UNLESS OTHERWISE PRESCRIBED BY THE REGIONAL COMMANDER, THE NWU IS
AUTHORIZED TO BE WORN AT ALL FACILITIES ON BASE, WHILE COMMUTING
TO/FROM WORK AND HOME VIA POV OR PUBLIC TRANSPORTATION, AND ON
GOVERNMENT/MILITARY CONTRACTED FLIGHTS TO OR FROM OCONUS LOCATIONS.
ROUTINE STOPS WHILE COMMUTING ARE NOT AUTHORIZED.
GENUINE EMERGENCIES, SUCH AS MEDICAL AND VEHICLE BREAKDOWNS, ARE THE
ONLY AUTHORIZED STOPS.
4.  BASIC NWU COMPONENTS INCLUDE NAVY BLUE COTTON UNDERSHIRT, BLACK
BOOT SOCKS, BLOUSING STRAPS, 9 INCH BLACK LEATHER SAFETY BOOTS, 1 1/4
INCH UNISEX GRADE DEPENDENT (KHAKI OR BLACK) COTTON OR NYLON WEB BELT
WITH BUCKLE (SILVER FOR E6 AND BELOW AND GOLD FOR E7 AND ABOVE), UNISEX
EIGHT POINT CAP, UNISEX SHIRT AND TROUSERS, COLLAR DEVICES (E4 AND
ABOVE), SERVICE AND NAME TAPE.
5.  PRESCRIBED NWU COMPONENTS INCLUDE BLACK MOCK NECK SWEATER, MATCHING

7.  MANNER OF WEAR.  STANDARD OF APPEARANCE FOR ALL PERSONNEL WEARING
THE NWU IS AS FOLLOWS:
    A.  THE FOLLOWING HEADGEAR MAY BE WORN WITH THE NWU:
        (1) EIGHT POINT CAP WILL BE WORN SQUARELY ON THE HEAD SO THAT
THE VISOR IS ON A LINE AND JUST ABOVE THE LEVEL OF THE EYES.
RANK/RATE INSIGNIA IS REQUIRED FOR E4 AND ABOVE PERSONNEL.
        (2) NAVY KNIT WATCH CAP, WHEN AUTHORIZED BY APPROPRIATE
AUTHORITY, WILL BE WORN DURING COLD WEATHER CONDITIONS THAT MAY RESULT
IN PERSONAL INJURY IF NOT WORN.  THE WATCH CAP WILL BE WORN DIAGONALLY
FROM THE BASE OF THE BACK OF THE HEAD, ACROSS THE EARS AND ON THE
FOREHEAD.  RANK/RATE INSIGNIA IS NOT AUTHORIZED TO BE WORN ON THE WATCH
CAP.
    B.  UNDERSHIRTS SHALL BE NAVY BLUE, COTTON, QUARTER-LENGTH SLEEVE,
WITH AN ELLIPTICAL (CREW-NECK) COLLAR.  ORGANIZATION ISSUED OR
PERSONALLY PURCHASED THERMAL UNDERWEAR IS AUTHORIZED TO BE WORN
UNDERNEATH THE NWU UNDERSHIRT AND TROUSERS.  THERMAL UNDERWEAR WILL NOT
BE VISIBLE WHEN WORN UNDERNEATH THE UNDERSHIRT.
    C.  SOCKS SHALL BE BLACK AND EXTEND ABOVE THE TOP OF THE 9 INCH
SAFETY BOOT TO ENSURE COMFORT.
    D.  THE NORMAL WEAR OF THE NWU SHIRT IS OUTSIDE THE WAISTBAND OF
THE NWU TROUSERS.  WHEN DIRECTED BY APPROPRIATE AUTHORITY, THE SHIRT
WILL BE WORN INSIDE THE TROUSER WAISTBAND (TUCKED IN).  CENTERED BELOW
THE WEARER'S LEFT POCKET FLAP OF THE SHIRT IS THE SEAL OF THE NAVY FLAG
(ACE).  SLEEVES MAY BE WORN ROLLED UP AS DIRECTED BY APPROPRIATE
AUTHORITY.  WHEN AUTHORIZED, NWU SLEEVES WILL BE ROLLED (CUFF RIGHT-
SIDE OUT) FORMING A 3 INCH WIDE BAND COVERED BY THE CUFF OF THE SHIRT
(THE OUTSIDE FABRIC OF THE NWU WILL SHOW).  THE TERMINATION POINT OF
THE ROLL IS APPROXIMATELY 2 INCHES ABOVE THE ELBOW.  THIS MANNER OF
SLEEVE ROLL PRESENTS A SHORT SLEEVE APPEARANCE AND FACILITATES
EXPEDITIOUS DE-ROLLING AND FASTENING DURING EMERGENT SITUATIONS.
    E.  THE NORMAL WEAR OF THE NWU TROUSERS IS FASTENED FULLY ON THE
WAIST WITH BELT BUCKLED CENTERED OVER THE TROUSER FASTENER.  THE
TROUSER LEGS SHALL BE BLOUSED WITH BLOUSING STRAPS SO THE BLOUSE COVERS
THE TOP THREE ROWS OF EYELETS.  WHEN AUTHORIZED TO WEAR THE TROUSERS
UNBLOUSED, THE TROUSER LEG LENGTH WILL NOT EXTEND BELOW THE BOTTOM OF
THE SAFETY BOOT HEEL.
    F.  PERSONNEL E1-E6 WILL WEAR THE 1-1/4 INCH BLACK COTTON OR NYLON
WOVEN WEB BELT, WITH SILVER FINISHED TIP, AND SILVER FINISHED CLOSED-
FACE BUCKLE.  OFFICERS AND CHIEF PETTY OFFICERS WILL WEAR A KHAKI
COTTON OR NYLON WOVEN BELT WITH GOLD TIP AND GOLD CLOSED-FACE BUCKLE.
PROPERLY WORN, THE BELT TIP WILL NOT EXTEND OUTWARD BEYOND THE BELT
BUCKLE TO EXPOSE THE (BLACK OR KHAKI) WEB BELT MATERIAL.
A PLAIN OR DECORATED BUCKLE WITH APPROPRIATE NAVAL INSIGNIA, DESIGNS,
THE INDIVIDUAL'S PRESENT COMMAND, OR IF STATIONED ASHORE A PREVIOUS SEA
COMMAND/SQUADRON, OR DEVICES TO WHICH THE WEARER IS ENTITLED, MAY BE
AUTHORIZED FOR OPTIONAL WEAR.
    G.  AUTHORIZED FOOTWEAR WORN WITH THE NWU INCLUDE A BLACK 9 INCH
LEATHER (SMOOTH) SAFETY BOOT (STEEL-TOED) WITH BLACK LACES.  SMOOTH
LEATHER BOOTS WILL BE BLACKENED AND BUFFED.  BOOTLACES WILL BE TUCKED
IN A MANNER TO PRESENT A WELL-KEPT APPEARANCE.  AN OPTIONAL 9 INCH
ROUGH SIDE OUT LEATHER SAFETY BOOT (STEEL TOED) IS AUTHORIZED FOR
WEARING ASHORE.
    H.  THE BLACK PULLOVER MOCK "T" SWEATER IS AUTHORIZED FOR WEAR WITH
THE NWU.  THE SWEATER WILL BE WORN OVER THE UNDERSHIRT AND BENEATH THE
NWU SHIRT.
    I.  RANK/RATE INSIGNIA:
        (1) CAP INSIGNIA (RATE/RANK) WILL BE WORN CENTERED ON THE FRONT
OF THE NWU EIGHT POINT CAP BY ALL OFFICERS, CHIEF PETTY OFFICERS, AND
PETTY OFFICERS.  THE BOTTOM OF THE INSIGNIA WILL BE APPROXIMATELY 1-1/4
INCH FROM THE VISOR.
            (A) OFFICERS WILL WEAR THE REGULAR SIZE EMBROIDERED GRADE
INSIGNIA.  WHEN WEARING THE EAGLE INSIGNIA, EAGLE FACES TO THE WEARER'S
RIGHT.
            (B) CHIEF PETTY OFFICERS WILL WEAR THE 1-1/4 INCH
EMBROIDERED CAP INSIGNIA.
            (C) PETTY OFFICERS WILL WEAR THE REGULAR SIZE EMBROIDERED
PETTY OFFICER CAP INSIGNIA.
            (D) E3 AND BELOW WILL NOT WEAR A CAP INSIGNIA.
        (2) THE APPROPRIATE EMBROIDERED RANK/RATE COLLAR INSIGNIAS WILL
BE WORN ON THE NWU BY PERSONNEL E4 TO O10.  EXCEPT FOR FLAG OFFICERS,
THE CENTER OF THE INSIGNIA WILL BE PLACED AT A POINT APPROXIMATELY 1
INCH FROM THE FRONT AND LOWER EDGES OF THE COLLAR AND THE VERTICAL AXIS
OF THE INSIGNIA WILL LIE ALONG AN IMAGINARY LINE BISECTING THE ANGLE OF
THE COLLAR POINT.  EAGLES FACE THE FRONT (INWARD).
            (A) REAR ADMIRALS WILL WEAR THE REGULAR SIZE EMBROIDERED
GRADE INSIGNIA.  VICE ADMIRALS AND ADMIRALS WILL WEAR A SLIGHTLY
SMALLER SIZE INSIGNIA TO PROPERLY FIT ON THE COLLAR.  THE INSIGNIA WILL
BE CENTERED BETWEEN THE TOP AND BOTTOM EDGE OF THE COLLAR, WITH THE
OUTER EDGE OF THE INSIGNIA APPROXIMATELY 1 INCH FROM THE FRONT EDGE OF
THE COLLAR, AND WITH ONE RAY OF EACH STAR POINTING TOWARD THE TOP EDGE
OF THE COLLAR.
            (B) LINE OFFICERS (O1-O6) WILL WEAR THE REGULAR SIZE
EMBROIDERED GRADE INSIGNIA.
            (C) STAFF CORPS OFFICERS AND WARRANT OFFICERS WILL WEAR THE
REGULAR SIZE EMBROIDERED GRADE INSIGNIA ON THE RIGHT COLLAR AND
APPROPRIATE EQUALLY SIZED CORPS DEVICE OR WARRANT OFFICERS' LINE DEVICE.
            (D) CHIEF PETTY OFFICERS WILL WEAR THE 1-1/4 INCH
EMBROIDERED CAP INSIGNIA.
            (E) PETTY OFFICERS WILL WEAR THE APPROPRIATE MINIATURE
EMBROIDERED PETTY OFFICER COLLAR INSIGNIA.
            (F) ENLISTED RATING SPECIALTY INSIGNIAS ARE NOT AUTHORIZED
TO BE WORN ON THE NWU.
    J.  ALL BREAST INSIGNIA WILL BE EMBROIDERED IN THE APPROPRIATE
COLOR AND WORN AS FOLLOWS:
        (1) COMMAND INSIGNIA (COMMAND AT-SEA, COMMAND ASHORE/PROJECT
MANAGER) IS WORN ON THE NWU SHIRT ABOVE THE RIGHT POCKET CENTERED 1/4
INCH ABOVE THE NAME STRIP.  THE COMMAND INSIGNIA CAN BE METAL OR
EMBROIDERED ON A STRIP OF NWU FABRIC.
        (2) WHEN AUTHORIZED, A MAXIMUM OF TWO WARFARE/QUALIFICATION
INSIGNIA MAY BE WORN ON THE NWU.  THE SIZE OF THE FABRIC STRIP ON WHICH
THEY ARE EMBROIDERED WILL BE OF THE NWU PATTERN, RECTANGULAR/SQUARE,
AND THE APPROXIMATE SIZE OF THE INSIGNIA.  THE PRIMARY BREAST INSIGNIA
WILL BE WORN CENTERED ABOVE AND FLUSH WITH THE "U.S. NAVY"
IDENTIFICATION MARKING ON THE SHIRT.  SECONDARY BREAST INSIGNIA WILL BE
WORN CENTERED ON THE WEARER'S LEFT POCKET FLAP.  ENLISTED PERSONNEL
AUTHORIZED TO WEAR TWO WARFARE/QUALIFICATION INSIGNIA AND AN
IDENTIFICATION BADGE (ON WORKING UNIFORMS AS NOTED IN PARA 7.K BELOW)
MAY WEAR THE PRIMARY AND SECONDARY WARFARE/QUALIFICATION INSIGNIA
CENTERED AND FLUSH ABOVE THE "U.S. NAVY" FABRIC STRIP.  THE NWU IS THE
ONLY UNIFORM IN WHICH TWO WARFARE INSIGNIAS MAY BE WORN IN THIS MANNER.
PRIMARY AND SECONDARY WARFARE INSIGNIA POSITIONS WILL BE AS PRESCRIBED
IN ARTICLE 5201.2.C.(3).(C) OF REF A.
    K.  IDENTIFICATION BADGES:  THE FOLLOWING IDENTIFICATION BADGES ARE
AUTHORIZED TO BE WORN ON THE NWU:  NAVY/FLEET/FORCE/COMMAND MASTER,
SENIOR, CHIEF BADGES, COMMAND CAREER COUNSELOR, RECRUIT DIVISION
COMMANDER, AND SECURITY/LAW ENFORCEMENT.  THE WEARING OF AUTHORIZED
BADGES ARE AS FOLLOWS:
        (1) ALL ENLISTED PERSONNEL WILL WEAR IDENTIFICATION BADGES ON
THE NWU SHIRT CENTERED ON THE WEARER'S LEFT POCKET FLAP.
        (2) ALL OFFICERS WILL WEAR IDENTIFICATION BADGES ABOVE THE
WEARER'S RIGHT POCKET CENTERED 1/4 INCH ABOVE THEIR NAME.
        (3) IDENTIFICATION BADGES CAN BE EITHER METAL OR EMBROIDERED ON
A STRIP OF NWU FABRIC.  PIN ON DEVICES SHALL NOT BE WORN ON THE NWU
WHEN METAL DEVICES MIGHT PRESENT A FOD OR SAFETY HAZARD.
    L.  IDENTIFICATION MARKINGS:  IDENTIFICATION MARKINGS WILL BE
EMBROIDERED IN APPROXIMATELY 3/4 INCH BLOCK LETTERS ON APPROXIMATELY 1-
1/4 INCH WIDE FABRIC STRIPS UNIFORM.  NAMES EXCEEDINGLY LONG CAN BE
EMBROIDERED IN APPROXIMATELY 1/2 INCH LETTERS.  PROPER LOCATIONS OF
FABRIC STRIPS ARE AS FOLLOWS:
        (1) NWU SHIRT:
            (A) WEARER'S SURNAME WILL BE SEWN CENTERED ABOVE AND FLUSH
WITH THE TOP OF THE WEARER'S RIGHT SHIRT POCKET.
            (B) "U.S. NAVY" WILL BE SEWN CENTERED ABOVE AND FLUSH WITH
THE TOP OF THE WEARER'S LEFT SHIRT POCKET.
            (C) RATING BADGES WILL NOT BE WORN OR STENCILED ON THE NWU.
            (D) AUTHORIZED (CURRENT ASSIGNMENT) FORCE OR COMMAND/UNIT
PATCH MAY BE WORN ON THE WEARER'S RIGHT BREAST POCKET.  THE SIZE OF THE
PATCH SHALL NOT EXCEED 3 TO 3-1/2 INCHES IN LENGTH/WIDTH/DIAMETER. WHEN
WORN, THE PATCH WILL BE SEWN CENTERED ON THE POCKET BELOW THE POCKET
FLAP TO ALLOW FOR EASY REMOVAL AND MINIMUM EXPENSE.
        (2) NWU TROUSERS: THE WEARER'S SURNAME WILL BE SEWN CENTERED
ABOVE AND FLUSH WITH THE TOP OF THE RIGHT REAR TROUSER POCKET.
        (3) NWU PARKA:  FABRIC PULL ON/OFF RANK INSIGNIA TABS SHALL BE
WORN BY E4 AND ABOVE PERSONNEL ON THE PARKA'S CHEST PULL TAB AS FOLLOWS:
            (A) OFFICERS, WITH THE EXCEPTION OF VICE ADMIRALS AND
ADMIRALS, WILL WEAR A SLIP-ON VERSION OF THE REGULAR SIZE EMBROIDERED
GRADE INSIGNIA.  WHEN WEARING THE EAGLE INSIGNIA, EAGLE FACES TO THE
WEARER'S RIGHT.  VICE ADMIRALS AND ADMIRALS WILL WEAR A SLIGHTLY
SMALLER SIZE INSIGNIA TO ACCOMMODATE THE INSIGNIA'S PROPER FIT ON THE
TAB.  THE STARS WILL BE STACKED VERTICALLY POINT TO CENTER.
            (B) MASTER, SENIOR, AND CHIEF PETTY OFFICERS WILL WEAR A
SLIP-ON VERSION OF THE 1-1/4 INCH EMBROIDERED CAP DEVICE ON THE TAB.
            (C) FIRST, SECOND, AND THIRD CLASS PETTY OFFICERS WILL WEAR
A SLIP-ON VERSION OF THE APPROPRIATE EMBROIDERED PETTY OFFICER CAP

    M.  THE PARKA IS THE ONLY AUTHORIZED OUTERWEAR WORN WITH THE NWU.
IT HAS A DETACHABLE BLACK FLEECE LINER THAT PROVIDES EXTRA COMFORT AND
PROTECTION DURING EXTREMELY COLD CONDITIONS.  THE ACCOMPANIED BLACK
FLEECE LINER IS THE ONLY LINER AUTHORIZED TO BE WORN WITH THE NWU.  THE
BLACK FLEECE LINER IS NOT AUTHORIZED TO BE WORN AS A STAND ALONE OUTER-
GARMENT.  THE PARKA IS EQUIPPED WITH A FOLD-OUT HOOD LOCATED INSIDE THE
VELCRO CLOSURE SECTION OF THE COLLAR.  THE HOOD IS DESIGNED TO PROVIDE
ADDITIONAL PROTECTION DURING INCLEMENT WEATHER CONDITIONS.  TO ENSURE
ITS WATER TIGHT INTEGRITY, PUNCTURING, PINNING, OR SEWING ITEMS TO THE
PARKA IS NOT AUTHORIZED.
    N.  EXISTING NAVY UNIFORM REGULATIONS GROOMING STANDARDS APPLY WHEN

AUTHORIZED WHEN GRANTED BY APPROPRIATE AUTHORITY (REGIONAL
COMMANDER/COMMANDING OFFICER).
        (1) THE NWU SHIRT MAY BE REMOVED ON JOB SITES OR IN WORK SPACES.
        (2) NWU TROUSERS MAY BE WORN UNBLOUSED ON JOB SITES OR IN
WORKSPACES.
        (3) DURING THE WINTER OR INCLEMENT PERIODS, THE PARKA HOOD IS
AUTHORIZED FOR WEAR IN ADDITION TO HEAD GEAR.  BLACK LEATHER GLOVES ARE
AUTHORIZED.
8.  THE NWU WILL BE AVAILABLE FOR PURCHASE VIA DESIGNATED
NAVY EXCHANGE UNIFORM CENTERS AS FOLLOWS (NAVY EXCHANGE COMMAND DEFINED
REGIONS):  DEC 08 - NAVY LEADERSHIP (FLAG OFFICERS, COMMANDING
OFFICERS/OIC'S, (9580/9579/9578) COMMAND MASTER/SENIOR CHIEFS, AND

THE UNIFORM CALL CENTER AND UNIFORM ONLINE WEB-STORE.  SAILORS IN OTHER
REGIONS WILL HAVE THE OPPORTUNITY TO USE UNIFORM CALL CENTER AND ONLINE
WEBSTORE PRE-SELL SERVICES PRIOR TO THEIR SCHEDULED REGION ROLL-OUT.
THE PRE-SELL WILL ENABLE SAILORS TO PURCHASE THEIR REQUIRED EMBROIDERY

9.  ALL EXISTING WORKING UNIFORMS WILL CONTINUE TO BE AUTHORIZED FOR
WEAR UNTIL DECEMBER 2010.  SAILORS WHO HAVE NOT BEEN ISSUED NWU'S AT
RECRUIT TRAINING COMMAND (RTC) OR PURCHASED NWU'S WHILE ASSIGNED TO AN
ACTIVE ROLLOUT LOCATION MUST MAINTAIN THEIR CURRENT WORKING UNIFORMS
UNTIL THE NWU IS AVAILABLE IN THE AREA/REGION ASSIGNED.  THIS POLICY
ALSO APPLIES TO SAILORS WEARING THE NEW SERVICE UNIFORM (SU) ANNOUNCED
IN REFS B AND C.
10.  FY08 AND FY09 CLOTHING REPLACEMENT ALLOWANCES HAVE BEEN ADJUSTED
TO FACILITATE PURCHASING FOUR SETS OF NWU SHIRTS AND TROUSERS BY
DECEMBER 2010.  RESERVE COMPONENT SAILORS WILL RECEIVE THEIR UNIFORMS
VIA THEIR RESPECTIVE NAVY OPERATIONAL SUPPORT CENTERS (NOSC).

RMKS/1.  THIS NAVADMIN ANNOUNCES IMPLEMENTATION OF PATERNITY LEAVE AS
AUTHORIZED BY THE FY09 NATIONAL DEFENSE AUTHORIZATION ACT.
EFFECTIVE 14 OCTOBER 2008, THE PATERNITY LEAVE POLICY GRANTS TEN DAYS
OF NON-CHARGEABLE LEAVE TO A MARRIED MEMBER OF THE NAVY ON ACTIVE DUTY
WHOSE WIFE GIVES BIRTH TO A CHILD.  THIS LEAVE MUST BE TAKEN IN
CONJUNCTION WITH THE BIRTH OF THE CHILD.
2.  PATERNITY LEAVE PROVIDES DEDICATED TIME FOR A SAILOR TO ESTABLISH
LONG TERM CHILD CARE ROUTINES AND ADDRESS NEW PARENTING
RESPONSIBILITIES, WHICH HELP CREATE THE HEALTHY NAVY FAMILIES WE RELY
ON TO DEFEND OUR NATION.  PATERNITY LEAVE IS ALSO CONSISTENT WITH THE
CHANGING PERSPECTIVE OF WORK/FAMILY NEEDS AMONG CURRENT WORKFORCE
DEMOGRAPHICS.  DURING THE 2007/2008 TASK FORCE LIFE/WORK ROADSHOW, OVER
68 PERCENT OF PARENTAL POLICY REVISION REQUESTS WERE RELATED TO THE
NEED FOR PATERNITY LEAVE.  CURRENTLY ONLY 13 PERCENT OF U.S. EMPLOYERS
OFFER PAID PATERNITY LEAVE.  INCORPORATING THIS PROGRESSIVE POLICY INTO
THE NAVY BENEFITS PACKAGE DEMONSTRATES OUR DEDICATION TO NAVY FAMILIES
AND OUR CONTINUED COMMITMENT TO BEING A TOP 50 EMPLOYER.
3.  SPECIFIC NAVY POLICY WILL BE REFLECTED IN MILPERMAN 1050-430 AS
FOLLOWS:
    A.  PATERNITY LEAVE MAY BE GRANTED IN CONJUNCTION WITH ORDINARY
LEAVE.
    B.  COMMANDING OFFICERS WILL GRANT LEAVE ON AN INDIVIDUAL BASIS
DEPENDENT ON THE UNIT'S MISSION, SPECIFIC OPERATIONAL CIRCUMSTANCES,
AND SERVICE MEMBER'S BILLET.
    C.  PATERNITY LEAVE MUST BE TAKEN WITHIN 365 DAYS OF THE BIRTH OF
THE CHILD.  WAIVERS TO THIS POLICY MUST BE SUBMITTED TO OPNAV N130 FOR
APPROVAL, WITH AN EXPLANATION OF CIRCUMSTANCES THAT PREVENTED USE OF
PATERNITY LEAVE.
    D.  THE FULL TEN DAYS OF PATERNITY LEAVE NEED NOT BE TAKEN IN A
SINGLE BLOCK.  HOWEVER, PERIODS OF NON-CHARGEABLE LEAVE MAY NOT BE
TAKEN CONSECUTIVELY IN CONJUNCTION WITH LIBERTY OR SPECIAL LIBERTY.
    E.  THE 10 DAY ENTITLEMENT REMAINS THE SAME FOR MULTIPLE BIRTHS
(TWIN, TRIPLETS, ETC).
4.  MEMBERS WHO HAVE USED EARNED LEAVE IN CONJUNCTION WITH THE BIRTH OF
A CHILD ON OR AFTER 14 OCTOBER 2008 SHOULD CONTACT THEIR PERSONNEL
SUPPORT ACTIVITY DETACHMENT TO HAVE UP TO TEN DAYS OF LEAVE REINSTATED.

TO CONTACT THEIR LOCAL PSD FOR CLARIFICATION.
