<p>RMKS/1.  THIS NAVADMIN PROVIDES UPDATED INFORMATION ON THE DEPARTMENT<br />
OF DEFENSE BLUE TO GREEN PROGRAM CONTAINED IN REFS A THROUGH C.</p>
<p>2.  THE BLUE TO GREEN PROGRAM OFFERS TRANSITIONING SAILORS THE OPTION<br />
OF CONTINUING ACTIVE DUTY SERVICE WITH THE ARMY WITHOUT ANY BREAK IN<br />
SERVICE.  SAILORS RETAIN THE BENEFITS OF ACTIVE SERVICE WHILE USING THE<br />
VALUABLE TRAINING, KNOWLEDGE, SKILLS, AND ABILITIES THEY DEVELOPED IN<br />
THE NAVY.  TRANSITION TO THE ARMY MAY BE PARTICULARLY BENEFICIAL FOR<br />
SAILORS SEPARATING FROM THE NAVY UNDER PERFORM TO SERVE (PTS) OR E-4<br />
HIGH YEAR TENURE (HYT).</p>
<p>ADDITIONALLY, JUNIOR OFFICERS SEPARATING FROM THE NAVY WHO ARE<br />
INTERESTED IN CONTINUING THEIR SERVICE TO THE MILITARY MAY APPLY UNDER<br />
THIS PROGRAM.  THE ARMY IS OFFERING QUALIFIED ACTIVE DUTY RECRUITS A<br />
COMBINATION OF BONUSES UP TO 40,000 DOLLARS.</p>
<p>3.  ARMY RECRUITING COMMAND HAS RESPONSIBILITY FOR ALL INCONUS BLUE TO<br />
GREEN RECRUITING.  INTERESTED SAILORS SHOULD VISIT THE ARMY WEBSITE AT<br />
WWW.GOARMY.COM/BTG/.</p>
<p>4.  COMMANDS ARE REQUIRED TO ASSIST ELIGIBLE SAILORS WHO EXPRESS<br />
INTEREST IN THIS VOLUNTARY PROGRAM, IN PART, BY AIDING THE SAILOR IN<br />
COMPLETING THE DD 368 FORM (AVAILABLE THROUGH THEIR ARMY RECRUITER).<br />
THE ARMY USES THE DD 368 TO COORDINATE SEPARATION INFORMATION THAT WILL<br />
BE CONTAINED IN THE DD 214.  ARMY RECRUITING REQUESTS NAVY HELP TO<br />
ENSURE THE FOLLOWING DATA IS CONTAINED IN THE REMARKS SECTION OF THE DD<br />
368:</p>
<p>- LAST DAY OF ACTIVE DUTY (EAOS)<br />
- RE-ENLISTMENT ELIGIBILITY CODE (RE CODE)<br />
- SEPARATION PROGRAM DESIGNATION CODE (SPD)<br />
- NARRATIVE TO EXPLAIN THE SPD<br />
- RATE/OCCUPATIONAL SPECIALTY<br />
- LEAVE BALANCE TO BE CARRIED OVER TO THE ARMY<br />
- DAYS OF LOST TIME<br />
ADDITIONAL INFORMATION CONCERNING THE DD 368 IS LOCATED IN REF B.</p>
<p>5.  ONCE THE DD 368 AND THE ASSOCIATED PRE-ENLISTMENT PAPERWORK ARE<br />
COMPLETED, THE SAILOR WILL PROCEED BY DIRECTION OF THEIR RECRUITER TO<br />
THE NEAREST MILITARY ENTRANCE PROCESSING STATION (MEPS).<br />
AT MEPS, THE SAILOR WILL SELECT A MILITARY OCCUPATIONAL SPECIALTY AND<br />
THEN RECEIVE A JOB RESERVATION FORM THAT GUARANTEES THE JOB, BONUS,<br />
AND/ORDUTY ASSIGNMENT.  THE SAILOR WILL THEN SERVE OUT THEIR NAVY<br />
OBLIGATION (IN THE NAVY) UNTIL EAOS.  AFTER DISCHARGE FROM THE NAVY THE<br />
SAILOR WILL NORMALLY SHIP OUT FOR THE ARMY THE DAY AFTER EAOS (OR<br />
SHORTLY THEREAFTER).  SAILORS WILL BE REQUIRED TO SHIP OUT FROM THE<br />
INITIAL PROCESSING MEPS.</p>
<p>6.  THE ARMY IS ALSO SEEKING QUALIFIED JUNIOR OFFICERS TO SERVE ON<br />
ACTIVE DUTY IN THE ARMY.  OFFICERS MAY APPLY FOR AN INTER-SERVICE<br />
TRANSFER USING APPLICATION PROCEDURES IN MILPERSMAN 1300-081.<br />
COMMANDING OFFICER ENDORSEMENTS ARE REQUIRED.  ONCE APPROVED BY THE<br />
NAVY, THE REQUEST WILL BE FORWARDED TO THE ARMY FOR APPROVAL.<br />
MEMBERS SHOULD ANTICIPATE THREE MONTHS FOR THE ARMY TO APPROVE THEIR<br />
REQUEST AND PROCESS ORDERS.</p>
