1. BUMED CY08 NOMINATION FOR ACTIVE DUTY AND RESERVE AEROSPACE MEDICINE TECHNICIAN OF THE YEAR AWARD
BUMED is soliciting nominations for CY08 Navy Medicine BSO-18 Aerospace Medicine Technician (AVT) of the year. For more information and POC, please review the attached BUMED message DTG 131510Z NOV 08.

2. ADVANCEMENT DEVELOPMENT CONFERENCE
Please review the attached NAVADMIN 286/08. This NAVADMIN announces the Jan 09 to Jun 09 Advancement Examination Development Conference (AEDC) schedule. Active Duty Chief’s (E7 – E9) are requested to volunteer as Subject Matter Experts (SMEs). Please submit all nominations to HMCM(SW/SCW) Menke. 3. UNITED STATES POSTAL SERVICE
The United States Postal Service (USPS) is giving a military discount for packages being shipped to APO or FPO addresses. In order to receive this discount, customers must use the free Priority Mail Large Flat-Rate Box. You can obtain these boxes at your local post office or online at http://shop.usps.com/ or by calling 1-800-610-8734.

4. HM-8463 & 8483 ENLISTED TECHNICAL LEADERS
We are currently accepting applications for the following Enlisted Technical Leader positions: HM-8463 Optician Technician and HM-8483 Surgical Technician. Applicants should have at least five years of service working in their respective technical fields, have Operational and Shore duty experience, and currently be on shore Duty. Applicants must submit an endorsement letter from their Commanding Officer to the Director of the Hospital Corps, Bureau of Medicine and Surgery, Washington DC. The Applicants Curriculum Vitae (CV) must be included as enclosure (1) of the endorsement letter. All packages must be received by November 28, 2008 for consideration. 1. MOTOR VEHICLE AND MOTORCYCLE SAFETY REQUIREMENTS
Please review the attached NAVADMIN 310/08 as it addresses the latest required safety measures for those operating or riding in a Private Motor Vehicles and those operating or riding on Motorcycles.

5. CY08 FLIGHT SURGEON AND AEROSPACE MEDICINE TECHNICIAN OF THE YEAR

6. WELCOME ABOARD
Senior Chief Charles Hickey has reported onboard and will replace Master Chief Glascoe as an HM Career Planner/Action Officer. Additionally, he will be the POC for the “From the Desk of the FORCM”. 1. IA/GSA UPDATE
Please review the attached NAVADMIN 276/08. This is the first in a series of messages to update IA/GSA policy issues.

2. MILITARY SPOUSE HIRING
The President of the United States has signed an Executive Order to authorize certain Non-Competitive Appointments in the Civil Service for spouses of certain members of the Armed Forces. Please review the attached copy of the Executive Order for more information.

3. FUNDED MOVE FOR RENTERS DISPLACED BY LANDLORD FORECLOSURES
Please review the attached NAVADMIN 281/08 as it is announces changes to the Joint Federal Travel Regulations (JFTR) Chapter 5, Part D, paragraph U5355-D. Please review the attached NAVADMIN for more information.

4. FEDERAL VOTING ASSISTANCE PROGRAM (FVAP)
Are you registered to vote? Now’s the time to register and request your absentee ballot for the November 4, 2008 General Election!

Fill out the Voter Registration and Absentee Ballot Request Form at www.fvap.gov to register and request a ballot from your state. You can also use our new automated tool to guide you through completion of the Form, by following the link on our homepage.

Ask your Unit Voting Assistance Officer for help or a cardstock version of the Form.

Be smart, do your part, vote!

5. PHYSICAL READINESS PROGRAM (PRP) ACCOUNTABILITY
Please review the attached NAVADMIN 272/08 as it announces policy changes the Navy’s Physical Readiness Program. All policy changes will be incorporated into the next revision of the OPNAVININST 6110.

6. OFF DUTY VOLUNTARY EDUCATION
Please review the attached NAVADMIN 273/08 as it outlines the components of voluntary education that Navy uses to support lifelong learning and the retention of our Sailors.

1. G.I. BILL SUMMARY

Please review the attached summary sheet on the GI Bill including the

transferability provisions as passed in the 2008 GWOT Supplemental and signed

into law by the President.

2. NEC MANNING (NECMAN) DOCUMENT

Understanding the NECMAN can be a challenge: Please review the attached NECMAN for July 2008. Enlisted Programmed Authorization (EPA) Total (Green): 2008 EPA numbers (updated twice a year) (BILLETS) Individual Account (IA) EPA Total (White): EPA personnel we planned for in the training pipeline.

Adjusted (Blue) is the difference between the EPA total and IA EPA.

INV TOTAL: (Green) monthly reported from the Digital Dashboard, the number of personnel actually in inventory (BODIES) I/A Account (White) number also reported monthly from the Digital Dashboard listing personnel in I/A account which includes TPPH (Transient, Patient, Prisoner, Holdee (TPPH), Student, and Limited Duty Pipelines Adjusted INV (Blue) is the difference between the Inv Total and I/A account Total Inv/EPA is the percentage we utilize to determine our manning for each NEC.

3. USS CONSTITUTION CHIEF PETTY OFFICER (CPO) HERITAGE TRAINING

4. FORCE MASTER CHIEF/CPO SELECTEE RUN

1. WEAR POLICY FOR THE E-1/E-6 SERVICE UNIFORM (SU)

The attached NAVADMIN 190/08 announces the 24 month roll-out of the New E1 – E6 Service Uniform (SU). The SU is intended for year around wear and will replace the Summer White and Winter Blue uniforms.

2. WEAR POLICY FOR THE PHYSICAL TRAINING UNIFORM (PTU)

Please review the attached NAVADMIN’s 191/08 for guidelines on the proper wearing of the new Navy PTU.

3. FORCE MASTER CHIEF/CPO SELECTEE RUN

1. POST 9/11 VETERANS ASSISTANCE ACT OF 2008
President Bush has signed into law the Post 9/11 Veterans Educational Assistance Act of 2008. For more information please review the attached info sheet.

2. CPO INDUCTION SEASON PHYSICAL TRAINNG UNIFORM (PTU)
The CPO Induction season is a few weeks away. There has been much discussion regarding the required Physical Training Uniform (PTU) for Induction. As per the discussion in Newport during the MCPON’s Leadership Mess the following three Induction PTU wear options apply:

1. If your CPO Mess has already ordered specific PT shirts for this years Induction, then continue as planned.

2. If you haven’t ordered CPO Mess PT shirts, then your CPO Mess should consider utilizing the CPO Selectee gear that is available from the NEX. Many commands have done this in the past.

3. Even though the Navy PTU will not officially be rolled out until 1 Oct 08, CPO Messes have the option to wear the Navy PTU if it’s available in your AOR. NAVADMIN Guidance regarding the Navy PTU is forthcoming.

NOTE: When conducting Command directed PT the Navy PTU should be worn as a complete uniform.

The options above will allow our Navy CPO Messes the continued flexibility to uniquely represent your Warfare’s, Region’s and Individual Messes as we carry out the upcoming Induction season.

3. FORCE MASTER CHIEF/CPO SELECTEE RUN

4. CREATION OF E7-E9 EVALUATION AND COUNSELING FORM
The attached NAVADMIN 176/08 announces the new FITREP for E-7 through E-9. The new Chief Evaluation will incorporate CPO expectations as performance traits, which completes alignment of CPO expectations, selection guidance, and evaluations.

5. SPACE AVAILABLE TRAVEL
Space available travel upgrades are available for family members of service members deployed for more than 365 days. For more information please review the attached memorandum.
